Release engineering only – no library behaviour changed.

• Added – a unit-test CI workflow, and the packaging, vendor-cron and documentation workflows are now gated on it, so a release can no longer be cut from a tree whose tests fail.

• Changed – the vendor cron refuses to publish when the registry update itself failed, rather than shipping a half-refreshed release.

• Fixed – unit-test compatibility on Python 3.10.
